svn move creates illegal revision number

description

The Linux svn client seems to ignore this, but TortoiseSVN has an assertion for it (with a comment about codeplex) and fails to rename:

Error bumping revisions post-commit (details follow):
'D:\Development\SVN\Releases\TortoiseSVN-1.8.11\ext\subversion\subversion\libsvn_wc\wc_db.c'
line 11401: assertion failed (SVN_IS_VALID_REVNUM(new_revision))

The problem appears to be commiting the rename--explicitly adding and removing files in two steps does not create the problem
