Why Impact is Low? It is is major issue which obstructs usage of svn via CodePlex.

I got this issue while trying to commit a bunch of new & changed files, as well as a change to a directory to update ignore rules. Once I undid the ignore rules, I was able to commit the rest of the files. I was then able to commit the ignores in a separate commit operation. Hope that workaround helps others.

I had the same problem. I solved it by resolving the conflicting files(using 'Update Solution to Latest Version' in the AnkhSvn menu) before doing the commit. Hope this helps others going through the same issue next time.

I use tortoiseSVN in explorer to update and check out the code, but I've bumped into the same problem with my loginserver.java (the rest I could commit; I've changed a lot of files, but didn't add any new ones).
I first tried deleting the single file, updated to latest (didn't work).
Made a new folder and did a new complete SVN checkout, opened the file in a texteditor, replaced the code saved it.
Then did a commit (just selected loginserver.java) and this did work for me.

This is a major issue, it cause much confusion when trying to using products like Xamarin Studio and XCODE, seems like there should be a better fix?
