I get this error every time I commit

I get this error every time I commit from the root of my project - no matter what I commit, and no matter what I try to "Update" (root, or any subfolder) - I absolutely cannot get past this error happening every time.
The part of the error message in bold, varies, depending on what I'm committing.

I can fix it easily by committing individual offending files or subfolders (as according to the error message) and then retrying a commit on the root - but this means I'm always breaking builds.

Commit failed (details follow):
File or directory 'ExceptionReporter\Mail' is out of date; try updating
The version resource does not correspond to the resource within the
transaction.  Either the requested version resource is out of date (needs to be
updated), or the requested version resource is newer than the transaction root
(restart the commit).
